West Point, N.Y., was originally utilized as a strategic defense location during the American Revolution. West Point is geographically located on a 100 ft. plateau overlooking the Hudson River. Xenophon Herbert Price (1892-1979) graduated from the U.S. Military Academy in 1914 and was commissioned in the U.S. Army Corps of Engineers. He served with the U.S. Army 11th Engineering Regiment in World War I. In 1923 Price was commissioned by Herbert Hoover to be the secretary of the American Battle Monuments Commission, which also oversaw American battlefield monuments in Europe.
